The new release implies that the previous version has been worked upon with new capabilities for both the users, and the developers, complete with level 13 API changes.

According to a post on Google Android developers, this latest version of Android has been optimized for better user experience, something that the existing Honeycomb version so desperately needed. The newer version of Android comes with a swanky compatibility display mode, which is designed to make apps look good across all devices. Additionally, users will be able to sync the available media with the removable SD card to have data on the card directly sent to the required app. The latest version of Android will come with updated SDK tools for developers. The tool kit consists of an Android library, system image, few emulator skins but excludes external libraries.
